Article 6. Instructions Given by Authorized Officials
1. When they are directing traffic, authorized officials shall be easily identifiable
at a distance, at night as well as by day.
2. Road-users shall promptly obey all instructions given by authorized officials
directing traffic.
3. It is recommended: that domestic legislation should provide that directions
given by authorized officials directing traffic shall include the following:
(a) Arm raised upright; this gesture shall mean “attention,
stop” for all road-users except drivers who are no longer able to stop with sufficient
safety; further, if made at an intersection, this gesture shall not require drivers
already on the intersection to stop;
(b) Arm or arms outstretched horizontally; this gesture
shall constitute a stop signal for all road-users approaching from any direction
which would cut across that indicated by the outstretched arm or arms; after making
this gesture, the authorized official directing traffic may lower his arm or arms;
this gesture shall likewise constitute a stop signal for drivers in front of or
behind the official;
(c) Swinging red light; this gesture shall constitute
a stop signal for road-users towards whom the light is directed.
4. The instructions given by authorized officials directing traffic shall
take precedence over those conveyed by road signs, traffic light signals and road
markings, and over traffic regulations.
